Should I contact the CIC, or there’s another way to get it back?

I have read the below reply at one of the forums. They guy contacted Etobicoke IRCC for passport and they have sent him below message:

Hello,
Thank you for your inquiry on the return of your identity documents. IRCC is currently facing a reduced operational capacity due to exceptional measures to curb the spread of the novel coronavirus (COVID-19). As a result, all in-person services have been suspended during this period. Passports are unable to be returned by mail as clients are required to sign the original seizure form, and officers must confirm the identity of the person receiving the document.
Unfortunately, we are not able to provide an estimated timeline as to when operations will resume.

Because that original passport represents the country you are requesting protection from . That one country you fled, came to Canada , and requested Canada to provide you refuge from. Why would you want it back ?

It is completely normal to get it back. Actually when you become a PR they give it to you back. There is a other thread " get passport back " you will find how to do it. It is pretty easy
