how can I get back my passport

My decision was made as I did not attend interview.CIC New Delhi did not bother to reply and its more than 3 weeks still waiting for their official letter.Local MP took the pain after I requested them.Am appealing with some hope.Mean while my passport is still in New Delhi CIC.They said they can mail to any address in India.I do not have anyone or any local address.Is it possible my friend from UAE fly to new Delhi and collect on my behalf.What document he has to submit and what kind of letter I have to write.Please help.I am lost.....without a passport now.

I'm sorry you weren't able to get to the interview.
Your friend should be able to get the passport. A notarized statement from you saying you authorize him to collect your passport, plus notarized copies of ID from you, should be enough.
Maybe try contacting the New Delhi office and getting a written reply (or email) stating exactly what they would want your friend to provide; I realize the visa posts are not very helpful, so you could also try asking at a Canadian consulate or embassy in the States (where you are, if I remember correctly) what kind of documents your friend would need.

Thanks dear.You won't believe how irresponsible CIC New Delhi is.Till now I did not receive their official mail from New Delhi, so can appeal and am aware you get 30 days to appeal My husband went and started with paper works with a lawyer for appea in Canadal. My freind from UAE is flying on 4 th of August.I hope they reply me in a day or two .Should I fax them the mail/letter which I would forward to my friend to collect .Which would be the fastest way to contact CIC New Delhi.

Fax them the letter, and send a real copy of it to your friend - this would be the best, IMO.
