If he is PR, he can sponsor his parents but he needs to have enough income to support his parents as well as his family and for that he needs a year to work in Canada to prove this income. His wife can co-sign for her income to count too.

You can invite them to come on a visit visa but it will not change the process. The process to approve sponsor for parents takes 35 months, that's almost 3 years. You can see this at http://www.cic.gc.ca/english/information/times/canada/process-in.asp#sponsorship

After that, their file gets sent to their local visa office and you can see processing times for that here: http://www.cic.gc.ca/english/information/times/international/08-fc-parents.asp

Because parents immigration is not considered a priority.
