My situation is that I had my first child in 2015 and second one in 2017. If I want to sponsor my parents in next year, I need to provide NOA for 2014, 2015 and 2016.
Do I need to exceed the cut off line of current family number (6 people) for all three years, or depending the actual family size for each year (that is 4 people in 2014, 5 people in 2015 and 2016)

It's only 1 family size, as of date you mail the application. So will be 6 for all 3 years.

IRCC doesn't care if you met income to meet a smaller family size from the past, since that is no longer relevant today.
