How can I bring my domestic helper from Hong Kong to Canada ?

Dear all,

I’m currently in Hong Kong, and I know it takes a year to get the home child care provider pilot approved. What if during this one year, my family will move back to Canada, can I bring my helper with me to Canada legally? Thanks for your advices.

You can’t bring her with you. She must immigrate on her own merits.

When you arrive you can apply to hire her as a temporary worker but you have to first show you could not hire anyone in Canada. The advertisements must be in local job banks for at least a month. You must show you will pay a wage that is in line with provincial averages. You set up a business registration number to pay her salary with deductions for taxes, CPP etc. It will take many months.

‘Temporary worker’ means home child care provider pilot program (4411)? If yes, I plan to submit the application before I leave Hong Kong. Can my helper travel to Canada with visitor visa before the home child care provider pilot program get approved ? Meaning that she travels to CaNada as a visitor only. Thanks

Visitor visas are a long process and she can’t enter Canadian under current travel restrictions as she needs written authorization to travel. To do that she needs to have immediate or extended family in Canada. You are not her family. Even if she could enter on a visitor visa, she can’t work for you. The Home Child Care Provider only accepts a select few a year and takes years to process. People have been waiting since 2019 for approval.

Thanks for your reply. As per the official website (https://www.canada.ca/en/immigratio.../services/visit-canada/letter-invitation.html), the invitation letter can be issued by friends or family if she would like to apply for visitor visa. Please correct me if I’m wrong. Thanks

That is pre-covid. You can’t invite friends. See the link on who is eligible to travel on visitor visa. And that is if she is approved for a visitor visa. She needs to show funds and ties to home country.
