Get a job offer. Then have employer file for a LMIA proving no one in Canada can do the job, only you have the experience and education. Then with LMIA apply for a closed work permit. Electricians are licensed professions in Canada so look at licensing. Job search on Job Bank, Indeed etc.

Without being a licensed electrician in Canada it will be extremely hard to get a job offer in your field. Would focus on seeing what is required to get licensed and work towards that.
