How can a PR take the citizenship test with low language skills

Hello,

My husband has been a PR, living and working in Canada for 6 years. He is from Thailand and although fluent in speaking and listening in English, can barely read and write it. Does that mean he can't ever take the test? He knows other Thais with even lower language skills than he has, but they have gotten citizenship.

I think what the OP is saying is that his English isn't strong enough to read and understand the written test. Even with the CELPIP LS test, he will have trouble reading and understanding the questions on the sheet.
