Why wouldn’t you provide the invitation letter? They will already know you are related to him and your stays as a PR?

yes i have PR card but i am living in iran, so i do not have any income in canada.

Based on your previous posts are you trying to get your father to Canada so you can apply for H&C? H%C is far from guaranteed. You will be responsible for her medical expenses for a few years. He is also not likely to get a TRV.
