Given that you have the option to relocate to the US it will be very difficult to prove that you need to move to Canada other than through economic immigration pathways.

You need to have education/work experience necessary to apply through an economic stream.

There is absolutely no way at all to immigrate based just on the recent hurricane.

If you're a US Citizen, you're going to be pressed to prove that you cannot stay in the US for whatever reason. Which, as a US Citizen, will be practically impossible for you to do.
