Household items Shifting by Air Cargo

I am new Canadian PR and did my initial landing few months back. After that I left Canada and came back to UAE where I do job. We are not moving permanently there we decided to send some of our household items to Canada. I don't have my PR card with him. It is posted to my Sister address who is living in Canada. Since I don't have any place in Canada, I am addressing all the house hold items to my sister address. If I do so, do I have to pay any duty (because receiver name is not me). My cargo informed me if receiver name is not me she has to pay duty. Is it correct. I would appreciate if someone puts some feedback.

Best advice is to call canada border services and ask them. They will also be able to tell you how much, and if there are any ways to avoid paying duties.
