Assume the person is applying for FSW stream - EE (Because I know different streams have different work requirements).

If a person works in one job for formally 40 hours a week - full-time norm without any over-time $$ because 8 hrs/day is the norm. (and his working hours is written in the contract). And they have not completed 12 months in that particular job yet.

And then , at the end of their 10th month in the job, that is, after completing 1,600 hours of full-time work, he wishes to apply for PR. Can his 10-month experience counts as 12-month given the # of hours stated above?

No - it can't.

You need to work a minimum of 12 months with each work week being at least 30 hours.
