Infants regularly stay in hotels without problem so not sure why you would get an exemption.

Unfortunately there is no such exception at this time.

If you want to return to Canada now then you will need to complete the 3 day hotel quarantine.

If you wish to avoid the quarantine, then delay your travel by a few months and hope the quarantine rules change by then.
