I got an email this morning saying that I have a new message, and it was the PPR message from the HK visa office. I will have to send out a photocopy of my passport along with two photos to the HK visa office.

I actually do not know that. I checked like two days ago and it said "Not Needed At This Time".
When I got my PPR message this morning, background check was changed to "In Progress".
I did not get any email in between telling me that my application was updated.

I guess they just did the eligibility check and the background check all at once, and once they determined that I was okay for COPR, they just changed BG to IP and gave me the PPR letter at the same time.
