Hello all. I tried searching and decided to post a new question here. Hope it's not repetitive.

I live in Quebec recently obtained my CSQ (Quebec's PNP). In my CSQ application form, they asked me where I want my federal PR application processed.

I wrote Hong Kong- I'm from south China where Quebec Skilled Worker immigrant applications can apparently be processed in Hong Kong, according to the CIC website.

They're one of the faster offices which currently takes 13 months, and Ottawa takes 20.

But then I know everyone in PNP or CSQ is asked to mail their application to Sydney, NS. According to another post.

I wonder if Sydney will send my application to Hong Kong or Ottawa? Of course I want it to end up in Hong Kong because it's technically 7 months faster... Does anyone know how they would decide where my application goes?

(p.s. on IMM0008 generic form there is no longer a way to select which office I want my application processed).

From OP 1 5.16 (referencing IRPR R11).
Permanent resident applicants – Family and economic (federal skilled workers, Quebec skilled workers, provincial nominees and business classes):
R11(1) requires that all applicants for permanent residence (other than applicants who come under Part 8 of the Regulations – Convention Refugees Abroad and Humanitarian Protected Persons Abroad) must submit their applications to the visa office responsible for:
 the country where the applicant is residing, if the applicant has been lawfully admitted to that country for at least one year; or
 the applicant's country of nationality, or if the applicant is stateless, their country of habitual residence other than a country where they are residing without having been lawfully admitted.


It is expected these will be followed when CIO determines where your application will be processed, even if the option of the selection of the processing office has been removed from applicants (i.e. removed in form IMM 0008).

If you have been in Canada for a year or more - then expect it will be sent to either Ottawa or CPC-S.
