Congratulations dear,your application moved forward.you need to book an appointment to your local passport office for passport PCC.
No you have submitted local police pcc already with medical in feb 2022 .Now they asked for Pcc from external affairs which is from passport office.Don't worry it is a simple procedure.
Once you applied only 15 days.But to apply we need an appointment.Appointment dates vary city to city.Some people get within a week or may be later.

Hi dyan29, based from your post, your Brother received Passport Request last July 14, 2022.
How long did it take to receive back the Passport with Visa Stamp from the time it was requested last July 14?
Also, any update in processing your Brother's OEC? Thank you
