Please pardon my insights about the HCCP application.

I am a little bit confused of the exact steps to take about the application. Of course, I know that Police report, Medicals, Evaluations and other things are needed, but please, how can I be lead with the exact steps. As in, Step #1. Step #2, and so on.

(Please pardon if this question has been asked before - because I can't find a satisfying answer)
