Hi , I urgently need help on this topic

I have applied to Carleton University for September 2019 intake for Meng and i passed out in june 2019 . I got my final offer letter on 24th of july and I applied for my visa on 31st of july . But i got an email regarding further medication on 11th of august , so does that mean all of my other documents have passed ?
My final report will be out on 24th of october but i wont be able to attend my first semester classes due to that and I consulted the university, they are nor deferring me to winter or summer neither providing me an extension . I can’t wait till next year because it will be a gap of 1 year which will be very discouraging in continuation in my studies .
For second option, I am thinking to apply in Lambton College for winter intake , but can it be a reason for rejection because first i was applying for Meng now i am applying for global management .
