HNC official status question for citizenship

What is CICs stance on the status HNC grants at each phase? Is pre-approval considered to grant temporary resident status for citizenship purposes? I have completed 2 years as a PR now, but spent 10yrs in Canada prior to that filing for various applications. The only one approved was the HNC application. I am hoping the pre-approval allows me to apply for citizenship now, but can't find any official documentation.

You can only count each day spent in Canada in a valid temporary status prior to PR as half a day towards citizenship, up to a maximum of 365 days. If you lost status during your multiple applications, you may not be able to count many of those days towards citizenship.

Does preapproval on HNC PR application grant temporary resident status?

It gave us a lot of other rights that temporary residents get so I'm unsure
 
What was your status before you were approved for PR based on H&C reasons? Assume You mean H&C not HNC.
