Highest Degree Obtained on a Different Citizenship

Hello,

I am a dual citizenship and planning to apply for express entry. I live in Singapore on a long term visa as my original nationality, however my highest degree obtained is with my second nationality. Is it better to apply as the same of my country of residence or it does not make a difference? Also, must my application nationality match that of my education? I know that I have to declare my dual citizenship as part of the application. TIA

I don't see why your education would be tied to your citizenship. You need an ECA for your highest degree.
