I would like to know if I'm a permanent resident do I need to update my high school diploma to be able to enter a university in Canada? since I didn't graduate from high school in Canada?

Each university has its own rules. It generally depends on how old you are. I would recommend checking the website of the university you want to attend and contacting them.
