Not all international students will get 50 points as most of them are PGWP holders and I think that many were from India doing 2-year course like diploma (like the guy who make the speech in Brampton town hall on Sept 1, he said that most studied for 2 years and get 3 years PGWP), thus might be that there are many in this category, and that's why 15 points were awarded.
