It's all in the link above. You'll need to spend time researching Canada's immigration programs to understand how to apply and what documents are required. You should start by researching the Express Entry program.

As we know no objection certificate can't be given to govt employees....can I apply for PR without informing my department.....

You need to research all the current streams in the link provided by Scylla. There are many different ones, for PR. Provincial Nominee for instance is where a province can nominate you for PR and you receive more points that way. have a look at the link and see what ones you qualify (if any).

Firstly please do not use capitals as it is considered shouting. As far as I am aware a work permit does not require IELTS, but to get PR requires it.. Do you have a valid job offer? Does this job offer come with LMIA?
 
It obviously doesn't then. LMIA = Labour market impact assessment. It means an employer has to pay to advertise the job so that so other Canadian can do or want the job. I'm not being rude here, but you really have to do a lot of reading if you are infact serious about coming to Canada.
