Yes sir they do. Generally, Once you have Nomination Certificate then other things are not important like job, reference etc. Because In eyes of Visa Officer somehow you are most suitable for a Provinces' need therefore, Province has nominated you. Officer will not care about other factors. But You must pass the eligibility critarea interms of Health, Security and other requirements.

So in that case one does not have to submit these to CIC? I guess that is only in FSW then.

Yes even in the Buffalo consulate instruction Guide, It is clearly mentioned that educational documents/Job offer/reference letter etc are NOT required to submit application for CIC processing under PNP class, However, At discretion Visa officer can request anything while processing file at CIC office.
