Hi,I was wondering if you can help me out some info on how, I am going to start and what procedure should I do sponsoring my wife for permanent residency?

I married a woman and she's apparently under caregiver program with her status when she came in CANADA,one thing she did her divorce here and we got married while her status still not done as caregiver soon to finish thou.Can I start applying for her even though she's still in that status?Considering for application which one is faster spousal sponsorship or through her caregiver program?

Yes, you can start now. You probably should have started it as soon as you got married. You can find the application process on the CIC website at http://www.cic.gc.ca/english/information/applications/fc.asp.
 
And also just be aware that, even though she is "here", you may still submit your application as 'outland'. I had a real problem understanding this, but REALLY . . . they allow it, and we DID!
