No it wont be considered masters. But you might get points for dual degrees, which are same as masters.

U might need to check with WES if they recognize your Bachelors and PGD degrees accordingly.

not same.

Two or more certificates, diplomas, or degrees. One must be for a program of three or more years - 128
Master's degree, OR professional degree needed to practice in a licensed profession (For “professional degree,” the degree program must have been in: medicine, veterinary medicine, dentistry, optometry, law, chiropractic medicine, or pharmacy.) - 135

Oh yes. Difference of 7 points. But again no difference in skills transferability section.

Bachelors - 120+25 = 145
Two degrees - 128+50 = 178
Masters - 135+50 = 185

Actually you might want to calculate several scenarios for yourself.

By varying the education, with reference to the time they consume and your age at that time.

For example. A candidate may be 28 years with 4years bachelors today. He would be standing at 429. He has two options to go about:

1. Opt for pgd 1 year - in this case after 1 year he will be 29 years with two degrees that will render him 462 points.

2. Opt for masters 2-2.5 years - in this case after 2-2.5 years he will be 31 with master degree that will render him 458 points in total.

So work out and choose whats best for you.
