I have a question regarding the police certificate from Kuwait.. I got one from the kuwait embassy in Egypt. The problem is that the certificate came without my personal photo even though I gave them two photos to attach and it really looks suspicious. What shall I do regarding this?

What do you mean it "looks suspicious"? Is it on official letterhead, has the agency's contact information, and signature/seal of the person/agency issuing the letter?
