Id say thats more common knowledge than helpful hint, no? add as much supporting documents as you can to the letter of explanation, better to have too much than not enough.
actually,the majority I've seen who hadn't uploaded the language results got a request to upload them later. May as well save some time and give it to them upfront. and birth certs were mandatory docs under the old system so its no harm to include it now too.

True. And birth certificates are still in demand at the PNs so if CIC explicitly does not ask for them, that probably means they have done away with them.
As for language results, the ones I have seen requested by CIC are invariably CELPIP and not IELTS. Probably because confirming an IELTS record using the TRF number is more foolproof than anything CELPIP has for now.
Not a big fan of uploading documents that aren't asked for explicitly but it can't hurt your case so that's fine.
