You need to provide your full profile.

It's likely due to insufficient funds. But to make sure, order GCMS notes.

I
I am Undergraduate transfer student, and i have shown back statement 30,000CD but due to devaluation of my home country currency now it is around 25000CD.

How much are your tuition fees for a year of studies in Canada?

27,000CD/year

Is the school giving you a scholardship? If not, they you need to show a bank balance of at least $37,000 to be approved.

Should I reapply,do you think I have a chance with good financial support or better try another country.

I think you have a good chance if you re apply because funds are the only thing they raised issue with. Show atleast one year tution fees + 10,000 CAD. Also show any properties, vehicles, anything on your name or your parents name. Show you can afford the program you are going on and you have a good financial status in your own country.
I am assuming you have a sponsor. If so did you properly show their income? Did you show proof that they have stable income and can continue to sponsor you ?

How would you think that the vo will approve your permit if you don't have enough funds to support your stay?
