Help with transferring license to Ontario

I have a USA(Ohio) drivers license that im trying to exchange for an Ontario one.
Unfortunately the drive centre people keep screwing me around by saying i need a certain document then when i get it they find a new problem with it.
Its been 2 months of doing this.
Now sending another request to ohio and waiting to mail back to canada will take like 3-4 weeks.
How long can i drive as a PR of Canada with my Ohio license?
