I'm having a hard time making a decision, I want to do a one-year post grade diploma program in Ontario but I'm not sure if that can help me to obtain a PR.

Can you help me with some advice?

It won't hurt but it will not give you a useful Post Graduate Work Permit with a long enough life to enable you to apply under Express Entry/CEC either.
