I agree with you , thats why i m really considering applying only for my daughter and I will stay in Egypt with my son for now , its very important to me that my daughter starts her college in Canada

It's very likely to be refused again. 17000 cad is definitely not enough funds to support her for 4 years. Plus her already has records of visa refusals, that will only show that she has no intention of leaving Canada at the end of her stay.

To resolve the reasons for the denial , I am going to write letter that shows more evidence of my ability to support my self and my family in canada :
Im thinking in only applying for her , do you think she will have better chances to get the visa approved if she is the only applicant than applying as a family ?

- You need to demonstrate that you have funds to support yourself in Canada for one year, that is to say: tuition fees + at least 10k in your bank account.
- When you reapply, you have to explain why you applied for your son and daughter and how it would help you and them in the future.
- You have to show them you have property or business in your name, this can serve as ties to your home country.
- If you'd like to immigrate to Canada, I suggest you apply through Express Entry as doctors are in high demand in Canada.
- Your application suggests an obvious attempt to immigrate to Canada rather than study. If you will reapply, you must address that concern with plausible reasoning or else you might be refused for "Purpose of Visit".

The Daughter tuition fees was 15000 /year but the University approved her for partial scholarship and we only need paid 7000/year for her ,as all the cash i have right now is 17000CAD , Im thinking in only applying for her , do you think she will have better chances to get the visa approved if she is the only applicant than applying as a family ?

17,000 is not enough even just for her. You need to show first year tuition + $10,000 in living expenses at a minimum. If she has a $7,000 scholarship, you need to increase the amount of funds you have to at least $18,000 (more would be better to show you can also cover flight costs). This will allow only her to come to Canada. You and your son cannot come. IRCC may also be concerened how you plan to fund the remaining three years of your daughter's education. So show an income source if possible that will explain this.
