Guys i have filled my PCC form and submitted it online however due to net issues the payment was not made and the site got off. How do i retrieve it and pay?? Please help asap. Do i have to start from a scratch or is thwre a way to retrieve it.

Assuming you are talking about the PCC application at passportindia.gov.in, you can login back into your account and look in 'Submitted applications', it should be reflecting there.
