help regarding ECA

I have done my Bachelors (B.E) in Mechanical Engineering from Mumbai University, India.
I have also done MBA (1 year) from UK (will I get Canada recognized masters degree for this 1 year UK MBA degree?????)
Right now I am in India.
my queries are -
1 - Do I need to do ECA for both UK masters degree and India Bachelors degree??? will it create problem in future application if I do ECA for just MBA degree (UK) ??? Getting transcripts from Mumbai will be pain and it might take 3 months as they are very unprofessional so I don't want to waste my time on them.
2 - As I am in India right now, what should I do to get transcripts from UK university???? What exactly is transcripts??? How should I approach my UK university. btw my university is Coventry University.
3 - Also can my UK uni. send the transcripts to WES, UK or do they need to send that only to WES, India as I will be applying from India????

Unlikely to assess a 1 year degree as Masters. And you'll have to get both qualifications assessed as they are both from outside Canada. http://www.cic.gc.ca/english/immigrate/skilled/assessment.asp

Check the above link to confirm this process for both countries. As I understand it, UK University has to directly send to WES Canada while in India, you have the added option of getting it sent to you and forwarding to WES at your end.
