help regarding application send to cio novascotia under noc3142

hi seniors
this link helped me a lot when i applied for permanent residency in canada and i got P.R in 6 months and i came here in canada in 2010 june . As now my sister has applied under same catagory and she has sent her first application to cio in september 1st week and they got it on 11 sept as per courior records but till now we have not heard any thing from their office . is their any body who can help me as per my knowledge in 2010 it use to take 2 months and then they sent you a letter with second check list . we have fullfiled all the new rules as they have said in their checklist but i am wondering why its getting so late

plz guys help me i called cio too in nova scotia they said follow online status but when i clicked their they were asking about some info like recipt number but i dont have that yet coz cio has not sent it to me i dont know whats going on

currently cic is processing august 2nd week applicants so u have to wait for 15 more days approx.. for reference plz check the following link:
