help regarding admission in canada universities

i m from india ..my profile..
10th-71%
12th-67%
B.Tech.-74%(supposed to end in june 2012)(electronics & comm. engg.)
ielts-6.5 (L-7,R-7,S-6.5,W-6)

I m dreaming to join any canadian univ. for masters(ms/meng)..with this profile in which universities i could get admit..

1.my 1st preference is near toronto..(within radius of 100 miles)

2. can i start my application process before completing bachelors ? bcoz it is supposed to end within next month..

3. also clear about pg diplomas after engineering bachelors.. means how worthy r those( according to job prospects and PR )

i am wondering if you guys can help me out.. i think most of u guys can,don't you?..

Khakh 9 Do your research on Universities in Canada regarding the program that you wish to do and see the program costs.. This is the Most important part as lot of people take Student loans before arriving to Canada which can cover upto 2-3 sem's if you are doing your masters from an esteemed university.
-also do focus on the courses offered in the program, if it is Thesis based or course based. Thesis Based is useful for even higher education while course based can be useful for the growing job market.
-Remember that graduating from a university with a 2 year course guarantees a 2-3 year work permit.

-You can start your application process after graduation. Remember to utilize your time in India to take more courses in private institutes to make yourself a stronger applicant for future jobs in canada.

the main point is can i get admission n visa with my profile..in universities like... waterloo, western ontario, rayerson...n any more
