I am a 17 year old syrian, living in egypt. i am waiting for my acceptance letter from universities i had applied to and might get the acceptance letter. I have enough funds for my tuition and residence.
I want to know if syrians are getting study permits to canada or not

Blocking citizens of an entire country is outright illegal, However you will find it difficult to get a visa since you are in a Foreign country and currently the situation in Syria is not such that someone would go back (no offense). You will need to prove that your status in Egypt will be valid once you return back from Canada after your studies is over. Also you will need to have strong proofs of your ties to Egypt. The fact that you have enough finances is good. Ensure that you finances are liquid ( cash, bank account balance ) and not in things like a Car or property.

I just wanted to know another thing. I was thinking that could I convince the visa officer that after my studies i will be back to Damascues, syria which is the capital .Since it’s safe now and i can show him that we own properties there and convince him that i will be back in order to help in re building the country. Or should I just try to convince him that I would return to egypt. However I still don’t know how i am going to do that.

Tell him what you actually want to do, if you have a strong case for staying in Egypt then go for that. If you are going to return to Syria then you would have to say what use your studies in Canada will be to help rebuild. It could be to start a business, etc.

Write what you want to do, just be honest and you should not have any issues.
