Here's what i did for my 3 members of family
1.A fairly big Bubble Envelope
2.Make Separate Sets for different category of papers (e.g. Education/Work Experience/PCC etc.) .Hold documents in each set with a big clip or Binder Clips.
3.The 1st page of each set of papers should be a cover letter listing the documents you are sending .The documents in the clip/binder should be in the same order as in the Cover Letter.I myself had put a different colour page for the cover letter (This cover letter thing is a nice to have ).T
4.Categorize documents in each set for each member of the family e.g. in Education put education copies for yourself,then your wife and then kids.Give the same listing in the cover letter
5.In the starting of the whole package,add a cover letter,again in different color paper giving hi's and hello's and probably any important information to VO about change of address,job or explaining any document which you are not able to send to Office as of now .
Usually the number of papers are enormous and its different to bind teh whole set with a simple Binder,Hence leave it like that
