Thanks for the time! I’m very confused these days. Let me make it short: I applied PGWP online after my graduation on June 30th. I got a letter from IRCC that I was able to work since then. However, I wanted to go back to my country so I went to the carway border to apply pgwp. My study permit and visa would expire on September 30th(if consider my completion date, it would be Sep. 24th). The CBSA rejected my PGWP saying that oversea study could not be counted and my second program was not 50% completed in school. Even though I showed him IRCC Covid PGWP policies, but he didn’t change his decision.
BAD THINGS:
1.He took away my study permit
2. He left a 14 days visitor (status?) on my visa. It was like a blue circle seal with entry date and written leave date
3.He asked me to leave Canada in 14 days, or “you apply another visa online “
4.He didn’t draw “X” on my student visa.
I told him that I have applied PGWP online already but I couldn’t remember what he said but he meant that it would be IRCC’s decision.
My Concerns:
I am very nervous that if I must leave in 14 days.
I paid to consult a immigration consultant, her opinion was that I am eligible to stay, if sth happens, I can apply a visitor record.
When I told her some other’s opinion (my implied status expired when I did flagpole), she changed her opinion that I was not able to work and should apply for visitor record asap.
Actually I was preparing VR documents urgently these days but I found some other students left Canada with valid visa and student permit from this forum and policy allows:

I don’t think I had implied status but had when the border took away my study permit.
I also read related law,IRPR 186, and one law about counting work time for CEC:
(c) the foreign national must have had temporary resident status during their period of work experience and any period of full-time study or training; and
I learned that if I apply a visitor record right now, I would be definitely not be able to work.
My Question:
1. Am I able to work
2.Do I have implied status right now
3.what happens if I do nothing after 14 days
4. Should I apply visitor record
5. Can I work after applying visitor record
Any comments and suggestions would truly help me!! Any free immigration consultant would be good as well

One more question, I only have a copy of my study permit myself , the border took away the original. Would that impact something, thanks
 
What did you study and at what school? Were you full-time the whole time? How much studying did you do in Canada and how much abroad?

Hi, I studied one year post graduate program (8 months length) from Sheridan, interactive media management in 2021 Sep. from overseas because of Covid. Then one year post graduate program from another college in Ontario, IT related program (from Sep to June 24th) and I entered Canada in Jan, before the second semester,(total 3 semesters ). Yeah I was whole time studying, about having five subjects each semester.

Anyway, I think my study time is ok and IRCC have extended the valid overseas study time to Aug. 2023.

What college for the 2nd degree? Very unusual for 3 semesters to end in June if you start in September, Are these all equal length semesters?

Sorry, small mistakes:
2020 September to 2021 April (8 months 2 semesters ) -abroad
2021 September to 2022 June (3 semesters) - enter 2022 Jan 10th The second school was closed. I studied online in Toronto, and the border said I was not attending at school, even though I explained it was transferred to online. The school completion letter mentioned this.

That wouldn’t be a big problem if IRCC thinks I’m not eligible and I will leave.
I just be nervous about my status right now. Thank you all!

Cambrian college, the third semester was coop which was about 7weeks long (half of a normal 14 weeks semester)

Actually the program was suggested to start in Sep and end in Aug, written in my offer.
Does that really matter? I thought the new PGWP policy these > 8 months, eligible DLI school, full study, study time all counts. Even if I did enter Canada. Thank u!
 
Did you work for a Canadian employer during the co-op term?
I was doing a client project with other students in semester 3. We had a real client. I had a co op work permit same length as the study permit. Co op wp was taken away by the border as well.

It doesn’t sound like the project you did would actually meet the definition of co-op. Can you clarify about Cambrian college not being open for in class studies. Was this for the entire school? For both semesters and the co-op period? Was it just for your degree?

I see. I could choose to find a local employer but I chose taking projects instead. Some other students did individual development projects. (At home) During my study, most programs from college were hybrid/online, only several like carpentry was in school. You could live in the school dorm but classes were not taught in class with videos. Profs were at home. My two semesters were hybrid. (Actually online) For the third semester, the coordinator prof recorded weekly videos in school classroom, however it was hybrid, and all students sent emails, did video call and connected online with clients and profs. We used online study platform to submit assignments, take exam, and get grades.
I asked a college teacher days before, they were still taking online/hybrid programs mostly this September. (My friend wanted to study and got pgwp in Canada but didn’t want to come right now so I connected the college)
