Hello

I am a Canadian Citizen living in USA ( US Citizen) . My wife is applying for Temporary working permit in September at the border. I also plan to sponsor her for Permanent Resident in Canada. Questions:

1. Can we apply for the permanent resident in Canada before the Work permit? will it affect the application for work permit?
2. Which is the fastest embassy for permanent residency from the following centers-?
a. Detroit , Los Angeles, NY, Seattle , London, Ottawa?

1 - yes, you can, the process are separate - so you can file for PR (outland if you're outside of Canada, inland OR outland if you're both in Canada, but if your wife can get a TWP at the border then outland makes more sense), and then apply for a TWP at the border.

2 - you can't choose the VIsa Offices: it's either the applicant's nationality or country of residence. If your wife is a US citizen, then you should send the complete application to Mississauga, and once the first stage is approved, CIC will send it to Ottawa. Ottawa is the "Visa Office" for outland US applicants. If your case is complicated, it will then be sent to one of the "satellites offices" ( but some of them closed recently, and might be closed when you apply anyway).

London is not an option for you, unless your wife is a UK national. London tends to be a little faster than Ottawa, but not much.

My wife is a US green card holder and a British citizen.. So where should we send the application...

What do I need to send them as intent to move back. She got a job in Canada and I am looking for jobs there.

you send the application ( complete, both sponsor and sponsored part ) to Mississauga. You can choose either Ottawa or London. London is a little faster, but if there is a need for an interview, then she will have to go to London. Interviews are quite rare though for straightforward cases ( visa-exempt, married, no previous sponsorship for example), so it's probably not the main factor. You can choose London, as she won't have to send her passport in anyway - they will send the COPR once it's ready. Just be aware that CIC might "choose for you" ( let's say you put London, and they send it to Ottawa because she is a US green card holder) but in the end, it doesn't change much. Ottawa is listed at 14 months and London 11 months, but these are approximate timeline - it's the time it takes to complete 80% of the applications so you might be done earlier. In my signature you can find the spreadsheet for London it will give you a better idea.
