Help on the Application status after submission of documents to CIO

I had submitted my application for the NOC 2147 about a month back.
But i haven't yet received any information whether my application has been accepted or not.
I found out yesterday that the caps have been filled.
Could any one help me whether CIC would email if the application has been accepted and complete, or should would they email only when the verification starts?

If you submitted your application in August or September - then unfortunately it reached CIC too late to make the cap.
