Help on BSF186 (B4) personal effects accounting document after landing.

I didn't fill BSF186/B4 at the time of my SOFT landing back in August 2017. I have visited Canada 2 or 3 times after that for very short duration ( max 2 days). Last visit was December 30, 2017 ( for 2 days)

Now I am planning to permanently settle in Canada Starting February 2018. Can I still fill a BSF 186 and avoid customs for my car( exporting out of US)? I feel stupid for not doing it at time of landing as I was planning not to take it but now financial situation changed drastically :(.

Does anyone know if B4/B186 can be filled after a soft landing? Please advise

Updating for other people.

Was able to export my car without issues.
