I am currently in Canada working on a closed work permit. My wife and daughter are in India. Due to COVID they were not able to apply for visas or flights. Now in July, I applied for tourist visas for my wife and 1.5-year daughter under the immediate family exemption. However, their visas got rejected stating that they do not come under this exemption? Guys, please help what to do here, shall I context IRCC and if yes how?

Please note that they were with me in Canada last year but have to fly back as they were on tourist visa (which expired this February) and could not stay more than 6 months

The exemption is for PR and Canadian citizens immediate family. Since you're on a work permit they dont qualify.

Are they coming as tourists? Tourists are not allowed in for now.

Unfortunately they don't fall under the exemption since you are here on a temporary visa (vs. being a Citizen or PR). You should wait and reapply again once travel restrictions have lifted. Good luck.
