my wife?

That's not what the OP is asking. The OP is asking if his wife can get a dependent visa based on his work permit. The answer to this question is if the OP's job is NOC level A, B or 0, then he can apply for a dependent visa for his wife.

Thanks Sychella for your prompt response, my NOC level is on B and so can I able to apply for dependent visa for my wife? But I don't have open work permit just work permit and it will be expire on 2016 September.

You can apply for your spouse's open work permit (dependent visa) even though you are in Canada on a closed WP.
