I got the letter from CIO in July and request to submit a full application in Nov.

In the application form to CIO I estimate my score to be 4 high and at that time my working experience is 2 years and 8 month, my total score is 68 at that time. Age 10, education 25.

However, according to my recent test, I got 3h1m that is 14 points and I will have no chance to re-attend a IELTS test because of my personal affairs.

My experience will be 3 years in Oct. If I submit my full applications in Oct,how many points can I get if the VO make a assessment on me? Will they count 3 years as my experience or just 2?

I just want to know if there is other method to be approved by VO except for re-attend an IELTS test and what I should do then?

1. IELTS - No alternative for IELTS, so 14 points are ok
2. Work experience - when you complete 3 years, get updated reference letter and submit, you will get points for 3 years :)

So if I submit my full application after Oct. My application will be approved, right?

why take risk my friend. You have to have 67 points to apply. If the VO thinks you had less than that when you applied, S/He will refuse your application. Don't give them any excuse. The rest is up to you......but my suggestion ....Retake IELTS.....
 
They will give you the points for experience that you have at the time of submission. If you have 3 years when you submit, that is what you will get. That is my understanding. If I were you, I will wait till October (given that your 120days are up in November) and submit it then.

I really have no time, I will be on business travel all the coming months. No time to prepare for a 4h result.

The submision you mean is my full application, right?
 
yes, this is my understanding at least.
 
Remember this is only my opinion and i am no expert. So you should wait for more replies.

1. You will get the work experience point for 3 years if you submit full document in October. Work experience points counts according to assessment date and assessment will not start until you submit full documents.

2. You can take IELTS again to get High proficiency in all 4 skills. You are going to submit documents in September or October, you have enough time to concentrate on IELTS exam.

3. I advice you to select both the option, re-take IETLS and submit full documents in October.
