Help for work-permit Extension

Hello all,

I am currently on my Post Graduation Work Permit which is due to be expired on 15 November, 2020. I have received Manitoba Provincial Nominee and sent in my documents on paper for Permanent Residency last week. My current employer is downsizing and I need to find another job. I have found a new employer who has offered me permanent full time job, but will not help me with any work-permit extension process.
My question is would I be able to extend my work-permit without the compliance fee? I know Permanent Residency File number would be delayed, otherwise I could have applied for my bridging work permit.

@thevisawhisperer I get your point here, I am looking for better opportunities and an employer who can pay the compliance fee for me. Meanwhile, I need to stick with my current employer to sustain myself. I want to know my options in case I do not get a better employer.

Workers rights aside, without an LMIA exemption number (i.e., offer of employment number) your form will be incomplete and you will be unable to validate it or submit it. So whatchya gonna do?
