Wants help for my Canada Permanent resident Skill worker application. I have my education – Undergraduate from India (English Medium) and my Master’s from USA. I also worked around 3 years at USA on telecom area. Currently (Just one month) I am working at India MNC Company though transferred to India location but my H1B still valid. Do I need to show - proof of English language proficiency? I have appeared my GRE (1260/1600 – verbal -520) and TOELF – 210/300 on 2003 for my MS admission and its’ 5 years back.

1) I want to know very clearly whether I require - English language proficiency for my Canada PR application?
2) Which consulate I have to send documents/Choose – Canada consulate at India or USA

1. You will require ielts to prove your english ability.
2. Do you qualify for FSW1 see: http://www.cic.gc.ca/english/department/media/backgrounders/2008/2008-11-28a.asp if so you send you application to CIU Sydney.
3. If you have not studied or worked in Canada, and don't have an Approved Employment Option from and employer in Canada, then you will not qualify for FSW visa. You only chance is one of the Provincial Nomination Programs.
4. If you qualified under FSW2/or 3 then your application would go to Delhi as you are not in the US.
