Help for cousin

Hey guys, my cousin asked me if I could help her come to Canada ( immigration)
Since I am already a PR card holder and I think the rules have changed this year.
I have not been in touch with the immigration process....
What would be the best way to immigrate, FSW or Provincial.

If your cousin doesn't have the time or interest to do this reseasrch herself, then she should hire an immigration consultant or lawyer.
