HELP; does years of experience before obtaining license are counted ?

hello friends,

i'm facing a problem and i wish you help me figuring it out. I graduated from the faculty of pharmacy on July 2016. I was qualified enough to find a full time, paid job directly after i graduated so I started working as a community pharmacist in a local pharmacy since then. Now, it has been 3 years since i first started this job. I have a 3 years work experience certificate from my workplace which proves that i’ve been practicing pharmacy during this period of time. Moreover, my job duties during these 3 years are almost the same as the NOC number 3131.

However, due to the usual bureaucratic challenges in my country, i couldn’t be registered in the Syndicate of pharmacists, and thus, obtain my license statement until May 2017. Hence, i have a problem determining how many years of work experience should i mention in my profile?

Should i mention 3 years because i’ve worked 3 years? Or should i mention 2 years because i was registered 2 years ago?
