I have someone I am helping who came to Canada as a Refugee and will have been here for one year in November. They are in the processing of putting together and application to sponsor their common-law partner. However, they are on the Federal Resettlement Assistance Program until November which means he is not working but received assistance with income from the federal government. Would they still be able to sponsor their partner?
