You can provide it, only the UK authorities can decide whether they'll accept it.

If you have a signed COPR, you are a PR. How other countries will see your status as a PR is upon them.

Yes you can. I recently applied for a UK visa. I presented my CoPR as a proof of my legal status in Canada.
